SQL Loader for Oracle 11 instant client

I am having trouble running sqlldr.exe on a machine that has Oralce 11.1.0.6 instant client installed. I have already copied over all of the DLL files that it said it needed and the whole RDBMS directory from a machine with the full install. This is the error I am getting:

+SQL*Loader-704: Internal error: ulconnect: OCIEnvCreate [-1]+

I don't have any trouble connecting to anything using sqldeveloper. Are there any files or steps I am missing?
