Oracle Forms

We are backed into a corner here that requires us to develop on the existing Oracle 7.3/SQL Forms 3.0 application which hasn't been touched for years, long before I came aboard. I have a team of talented developers, but we are at a loss of where to start.

We have found a bunch of .inp files that seems to be the form source code, but haven't a clue on what tool we can use to edit them. They open up in wordpad, but the tidy formatting makes me think they were generated with a tool.

Can someone help us get started simply by telling us what software we need to get to edit these forms? In other words, what is the IDE I need to acquire to get my developers started?
