SQL Formatter outputs single line

I installed SQL Developer 1.5.4.59.40 and updated to patch 2. I have been using SQL Dev "as is", without changing any preferences.

No matter how I type in SQL, when I format, the output is a single line without any indents or new lines, when I would expect indents and new lines. Is there a preference that needs to be changed?
