SQL Developer: Your database connection has been reset after upgrading to 19.1.0.094

We have recently upgraded SQL*Developer from 4x to Version 19.1.0.094 Build 094.2042.

I have since started getting this error all the time randomly when I am trying to execute a query, especially when I am modifying the query before executing it.

But unlike Doc ID 2290148.1 there is no Vendor code 17011 error, and we are higher than 17.2

Is there any resolution available.
