SQL Developer version to access 9i and 12c

All,

I was using Toad for a very long time and am using it now. Since my company does not want to pay the licence any longer I decided to check out Oracle's SQL Developer.

I have 9i, 11G and 12C databases and need a tool I can use to work on them.

When I installed version 18.2 of SQL Dev and tried connecting to 9i database, I got an error. Some people in the company run version 4 and are able to connect to all versions. Is there a way to make the latest version do the same?
