SQL Developer Version 4.1.5.21 DBA View returns ORA-00942: table or view does not exist

We currently upgraded to Windows 10 network and I am trying to work my tools that I used in Windows 7 and working with SQL Developer logged in as sysdba for one of our stand alone Enterprise DB's I cannot access my Security tree Users, Roles, etc. and it returns the window below. There are probably other areas I cannot access, but I would like to get this fixed now so I can continue to use this tool. This works for the same db using my old laptop running Windows 7, why would this change and how do I fix it?
