SQL Developer NLS Setting not working

Hi,

SQL Developer Version - Version 19.2.0.206 Build 206.2117.

I have setup NLS settings setup as below but when I am running query, tables with date columns are not showing HH:MM:SS AM/PM portion.

Can you suggested what is messed up here, I already tried restore window to factory setting and its not working. Its working when I issue ALTER statement in worksheet.
