SQL Developer Local History Tab Missing

Hello, once in awhile I see the tab for History when in the procedure editor. But most of the time it is not showing. I have it enabled in preferences --> Environment --> Local History. Any ideas?

Windows 10, SQL Developer version 17.4.1.054, build 054.0712
