SQL Developer : GC overhead limit exceeded error

I am trying to load data in an excel spread sheet using SQL developer. The number of rows are 24,800. I get an error that "GC overhead limit exceeded" and the load aborts.

Could anyone who has encountered this or has the knowledge to rectify it please let me know the details.
