Sql developer fail to connect with teradata

Hello,
i'm sorry if i'm posting to question wrong place. actually i i'm facing a problem while connecting to teradata through SQL Developer. i have just download 3.1 version of it. Tera data 13 version install on the server and i m running sql developer from same machine. when i use teradata sql assistant to conect with teradata it connect successfully even BTEQ also connected but problem with sql developer even i have added a third party jdbc driver here is my BTEQ command which connect successfully

*.logon localtd/dbc*

by clicking on sql developer new connection tab. i have passed following parameter
connectname : teradata
username : dbc
pwd : dbc
hostname localhost then try localtd even ip of the machine

database dbc
DBS_port 1025

Charset UTF8
tmode ACII

error

status : failure test failed (null)
