SQL Developer error connecting to SQL Server: Driver Class not found Verify the driver location

I am using this string which worked in an older version

jdbc:jtds:sqlserver://tettnang:1433/;instance=EPM/DW

I get an error Driver Class not found Verify the driver location What is causing this an how do I fix it?
