SQL Developer - Can't find dependent libraries

I'm new to Oracle and SQL Developer, however when I try to connect to a database I am getting this error message:

An error was encountered performing the requested operation:

C:\oracle\product\11.2.0.4\bin\ocijdbc11.dll: Can't find dependent libraries

Vendor code 0

however when I check locally the ocijdbc11.dll is in the correct folder directory. How do I overcome this error?
