SQL Developer can't connect to Oracle database

Hello,
I am getting an error trying to connect to database:
The Network Adapter could not establish the connection (please see screenshot).
Screenshot 2.jpg I downloaded latest oracle client and unzipped it into C:\oracle\instantclient_21_3\
Add this directory to the PATH environment variable.
Downloaded and installed Microsoft Visual Studio 2017.
What else am I missing?
