SQL Developer 4.1 DBA panel not available

I am unable to get the DBA Navigator to display in version 4.1. Section 1.13 of the docs says I should be able to bring up the DBA Navigator panel via View -> DBA menu options, however, for me the DBA option does not appear as a drop down option.

I am running SQL dev Version 4.1.0.17 Build MAIN-17.29 on ubuntu 14.04 with Java:

java version "1.8.0_31"

Java(TM) SE Runtime Environment (build 1.8.0_31-b13)
