SQL Developer 3.2.20-Unable to launch the Java Virtual Machine Located C:\Program Files(x86)\Java\j

I downloaded SQL Developer 3.2.20 & run the exe file but it says unable to launch jvm located @ java 6 path\msvcr71.dll. I copied the dll file in system32, sqldeveloper\bin as I found these solutions over net. But its not helping. SQL Developer 4.0.3.16 needs jdk 7 & above but whats the problem with this? Please help me, I want to know the problem & find the solution related to it.
