SQL Developer 21.4 Shift + F4 not opening package declaration

Hi ,
I am using the latest version of SQL Dev (21.4).
When I try opening a package declaration using SHIFT+F4, it is opening a dialog instead of opening package spec (unlike in old version)

In older version (17.3) this is working fine. Did anything change here that I missed?
Edit : I am on Windows OS
