SQL Developer 18.4: "Unexpected runtime exception", CPU 100%

At some point after opening a connection, things slow down -- CPU has hit 100%, looking at "Logging Page" get this:

Unexpected runtime exception while delivering HashStructureHookEvent

Anyone heard of this... I could open an Oracle Support ticket if not. Or how else to debug. I had been using 18.4 for a few days, now this is happening.
