SQL Developer 18.1 is not installing properly on Linux

This worked on another Oracle Cloud Linux box, so I'm not sure what to think.

I am executing: rpm -Uhv sqldeveloper-18.1.0.095.1630-1.noarch.rpm on an Oracle Cloud VM.

This is the result:

Preparing...	########################################### [100%]
1:sqldeveloper	########################################### [100%]

/var/tmp/rpm-tmp.V9dnqt: line 1: desktop-file-install: command not found

I am installing as root.

This did not happen on an identical Oracle Cloud VM yesterday. Any thoughts?
