SQL Developer 17.3.1.279.0537-x64 - new install does not start

I have been using SQL Developer 4 for a while and decided to upgrade.

I downloaded the new Windows x64 w/ JDK and extracted it to a different folder than the old version.

I start it and see the splash screen for a moment, a few blocks light up (looks like three to five) in the progress bar, and then it closes.

There are no open dialogs, no entries in the Event Log, and I don't see any obvious log entries on disk (though I don't really know where to look).

I ran it from the command line with --verbose and got the following output:
