SPML messages to non-SPML targets

Where I work, we have a relatively large set of non-SPML provisioning targets to integrate. Now, I'm new to OIM. I was thinking that perhaps a short enough path to achieve what we want would be the following:

Develop an SPML (Proxy) web service which

1) receives the outbound provisioning request coming from OIM (through GTC connectors),

2) translates that request into a provisioning operation on the remote target (via SOAP, LDAP, SQL, or whatever the case at hand),

3) receives the response from the remote target and finally,

4) translates that response back to a correct SPML response for OIM.

Is this a good strategy, or is there a better way?

In case it is, what am I supposed to use to develop the above mentioned SPML Web Service? From the docs, it appears that I am to employ OIM's very own SPML web service technology (via OIMSpmlWS.ear). Is that correct?

We're having some pretty big trouble with all this, so we would really appreciate any help.
