Speed transfer limitation on Fiber Optic

I do transfer only 16000 packets/sec between 2 server with Sun GigabitEhternet card

installed at 1000Mbs/full duplex on Optic Fiber , because they are installed on 33Mhz PCI

card slots(on Netra T1 without PCI 66).How can I accomodate the speed of transfer on Fiber

Optic with the speed of PCI slots to fully utilise the capacity of Gigabit Ethernet?
There is a way to do a network card buffering?
