Specify Application URL when opening Form Builder?

Is there a way to specify the application url to be used when opening form builder. I pass in the userid and I would like to automatically set the url to be used at the same time. Is this possible?

I want to be able to do this because I have different paths that I want to use dependant upon which configuration I am running and I want to be able to specify the formsweb.cfg config so that it will use the correct .env file.
