Special characters at Oracle XE

When we storage special characters like "ç" it happens that this character occopie the spaces of two characters.
For exemple: a column VARCHAR2(10), storage not more them five special caracteres. The database is configurade to Portuguese.
More exemple:
'cccccccccc' = 10 characteres
'cccccccccç' = 11 characteres.
