SP2-0750 error when SQL Plus runs

I'm getting an error message if I will try to run SQL Plus

Error 6 initializing SQL*Plus
Message file sp1<Lang>.msb not found
SP2-0750: You may need to set ORACLE_HOME to your Oracle software directory


I'm wondering what can be the reason because in the registry the ORACLE_HOME is set and if I am run the Oracle SQL Developer I am able to connect to server using the IP address (instead of tnsnames info)

Do I need to have ORACLE_HOME in my system variable section or it should be enough to be in the user variable section ? I'm not an administrator on this local machine (but I'm in the PowerUsers group though).

Do I need to have read rights on all c:\oracle folder ? It's seems that I don't have rights on all files under that folder.
