Sorry for the old question: How to set sysdba password?

I found 899559 and old thread answering it, but it does not work for me.
I've just installed 11g on Win XP
After issuing command ALTER USER sys IDENTIFIED BY new_password; as it recommended and receiving confirmation from Oracle that the user was altered and quiting sqlplus and restarting it 'sqlplus sysdba ' I cannot login anyway - Oracle rejects ...
