Some icons in user preference is not showing

epm 11.1.2.4 with .007 patch set

Some of the users when log in to the work space and go to the user preferences, some of the icons are not showing. Two different users with same security are seeing two different users preferences

User 1 seeing this preferences

User 2 is seeing this preferences

I assign myself the same access as user 1 and i am seeing all icon as user 2. Any advise is really appreciated
