SocketException: Address family not supported by protocol family: connect

First of all sorry if this is the wrong section, I couldn't find an appropriate place to post this.

Something is blocking anything Java related on my PC from connecting to anything external (throws the above error). I'm looking for some clues to what could be doing this.

I am on Win7 64bit and I run MSE only. Another PC in my household can connect with Java which rules out my router unless some specific conditions were set...
