Socket Error when I turn on "Oracle Application Debugging"

Has anyone else seen this?

"An error occurred while enabling PL/SQL Debugging. An attempt was made to access a socket in a way forbidden by its access permissions"

I'm using Visual Studio 2K8 and ODP.NET connecting to Oracle 11g. I'm running Vista with FireWall turned off.

Any info would be greatly appreciated.
