Socket Connection takes a long time

Hi,

I am using oracle 11g database. Suddenly i am facing issue with socket connection. It takes 20 sec to 40 sec to establish a socket connection to the database irrespective of calling it from host machine or remote machine. Could you please let me know the possible cause for the same or any methods for analyzing it. But i dont have any issues once the connection is established.
