Soap Encoding style URI

hai,
i am new to web service... i have one doubt in encoding style uri.. wats the purpose of that..
call.setEncodingStyleURI( Constants.NS_URI_SOAP_ENC );
call.setEncodingStyleURI("http://schemas.xmlsoap.org/soap/encoding/");
what is the difference between this..
