SOA Fails to start - time out while waiting for a managed process to start

I recently created a web service based on a WSDL (in JDeveloper) that has a large response structure (a schema which generated 1200+ classes). After adding the necessary implementation, I successfully deployed the service (which took 25+ minutes).

All was well until I rebooted the machine and attempted to start the SOA suite, which failed to start after 10 or so minutes with the following error.

process-set: default_group
Error Message:time out while waiting for a managed process to start
==================================================

So a couple of questions. Has anyone seen this error before and how can I solve the problem? and secondly (possibly off topic), does 25 minutes seem like a long time to deploy a web service?
