SNMP port monitoring

Goodday everybody!

I have to write an aplication to monitor switches` and other hardware ports (is it "up" or "down") using SNMP.

We have got different hardware (KarlNet, Allied Telesyn, 3com, Motorolla). Is there any unified algorithm to scan ports?

How to disable and enable port?

Please, help me with advise or give me useful link.

So as I am a young programmer (I'am19) give me please as much detailed instructions as it possible.
