smtp connection refused

My project is a mail client. I'm using Exchange server 2003 as my mail server. I can read messages from the user account using javamail program.
but when i try to send mail to any account i get a exception that smtp connection is refused that a software refuses to connect and aborts the connection. this happens even when i try to send message to an account that is in the same server. Could any one help me to fix this problem.
