SmartView ribbon disappearing in Excel after upgrade to Office 2013 - are local admin rights necessa

This used to be an occasional problem in Excel 2010 but now everybody is getting it and for some people they just cannot keep it. Every time they launch it it disappears again even after re-booting. We have tried multiple solutions and raised a SR and the current advice is to give admin rights to the user on their laptop. Our IT say this is forbidden and I was wondering if this is standard practice with SmartView for users to have local admin rights on their PC or laptop? Surely IT would hate this.

Interestingly, we installed the latest version, 11.1.2.5.520, out last week, on the worst victim's laptop and it seems to have done the trick but for how long? I cannot see any reference to this version fixing such a bug.
