Smartview 9.3.1.7 - Where can I find the download file

Through an SR an Oracle tech tells me to download and install Smartview 9.3.1.7 but doesn't tell me where to go to get the download.

When I go to my download center all I see is version 11 downloads. Can anyone tell me where to go to down load Smartview 9.3.1.7?
