Slow Connection with DB

Hello Experts,
I am using 10g on win 2003 server with more than 200 clients. we just purchased a new server machine, everything works fine . Suddenly the connection start taking too much time. i am not a dba, what should be the setting i can do to improve the connection speed? i tried restarting the server machine as well but in vain :(
