Slow connection for windows client from oracle server

When I try to connect to my oracle server from a windows client it was taking around 2 to 3 minutes time.

I checked my SQLNET.AUTHENTICATION_SERVICES= (NONE) at the client and server side.

still it was same.

Early response would be appriciable.
