[SLOVED] httpd: (13)Permission denied

hi,
I am trying to start apache listening on port 9003, but I have got permission error:

+(root)# /etc/init.d/httpd start+
+Starting httpd: (13)Permission denied: make_sock: could not bind to address [::]:9003+
+(13)Permission denied: make_sock: could not bind to address 0.0.0.0:9003+
no listening sockets available, shutting down
Unable to open logs
+ [FAILED]+

Apache won't start unless it is on port 80,443,8080 - this 3 ports it are working perfectly, on others there are permission errors.
Unfortunately no logs are produced when this error shows up. Does any one have idea, what's wrong? On the gentoo linux i never had such problem.

I have redirected traffic using ssh, but I will be happy when it works properly.
