Is there a SQL to run that can show me all the transactions sometime in the past and pinpoint how long a transaction took to run?

I mean for SLA purposes, how can I measure how long a query took to run in the past?

In general, what is a best practice or process I should follow when it comes to designing a database to meet a certain SLA?
