skipping archive log file

i have these settings,
CONFIGURE RETENTION POLICY TO RECOVERY WINDOW OF 30 DAYS;
CONFIGURE BACKUP OPTIMIZATION OFF;

i am getting a message stating that rman is skipping archive log file xxx already backed up 1 time(s)...

i know this is due to the optimization, but i wanted to find is at what point will it stop skipping the files?

will this depend on the recovery window?

also, how can i find out what backupset the skipped archive logs belong to? i.e the first time they were backed up?
