Simulate unplugging USB device

I have a USB hard drive that will occasionally stop responding. The only way I found to overcome this is to physically unplug the USB.

Is it possible to simulate unplugging and plugging back a USB device in using the command line? If so I can write software to automatically overcome the hardware issue.
