(SIM Toolkit) EF file for activating CB message reception?

the operator allocated/activated services on a mobile SIM Card:

I need a similar information. As far as I can see, the EF_SST file is
only operator-updateable.
My question is: How can I (via SIM Toolkit commands) temporalily
disable the reception of CB messages provided that I only have "user"
privileges to update an arbitrary flag, i.e. CHV1 rights (according to
ETSI 11.11)
The goal should not be reached by flashing out all CB Message Identifiers
from EF_CBMI and related files. I'm searching for a kind of single flag
to be toggled.
Do you have any ideas on that?
