SIM files and SIM Toolkit

Hi

I've been looking at 11.11 and there are lots of files that contain useful information, some of which are directly available to a SIM Toolkit applet. For example, BCCH list is available to an STK applet through querying NMR, and it's also accessible through EF(BCCH).

My question is: what is the difference? How frequently are the SIM files updated? Do I have read access to all these files?
