SIM Application Toolkit Command in SMS/TPDU

I'd like to handover an SAT-command via SMS to an mobile phone. I'm quite new in this special topic, so I would need some information about basic specs about the coding of SAT commands in SMS/TPDU (SIM data sownload).
Could anybody helpme/give me an 'kickoff tip' in this special topic?
