SIM applets

Hi
I have done some steps through the beginning of develop javacard applets. Now I ask me how can I get them down to a SIM card without a native SDK (I have only a gempc410 and a mobile...) ?
Does every usual SIM card provide such applets?
Has somebody any experience with SIM application toolkit (SAT) and do the providers supply this? A lot of question ...
