We have been trying to get a free trial account to tryout some changes in IDCS, ATP and OIC, which will eventually turn into a big projects.
But, we are unable to signup for free account due to some payment gate issues. Everything when we provide the credit card details for the verification, our credit cards are getting charged with test transactions still we are facing following errors

Is this a genuine issue or Oracle is just avoiding free account with some junk error?
Any recommendations on how to navigate with this issue considering Oracle Support cannot help on this.
