Significance of TNS_ADMIN env variable

DB version: 11.2, 10.2
OS : Sun Solaris 5.10 , AIX 6.1

From googling I gather that TNS_ADMIN environment variable determines the location of the following files

a. listener.ora
b. tnsnames.ora
c. sqlnet.ora

Isn't setting ORACLE_HOME variable enough to determine the location of the above files? Is there any other function/advantage in setting TNS_ADMIN variable?
