Significance of OCW patchset update

Dear Members,

Can any one please tell me the significance of OCW psu in Oct 2016 PSU for 11.2.0.4 RAC? What if this patch is not applied to RDBMS home, but applied to Grid home?

Any impact to the database? I tried searching, but unable to get details on the same.
