Siebel topology discovery failure

Hello,

I installed the Enterprise Manager Grid Control 10gR4 for use with the Siebel Management Pack.
The topology discovery works great when i'm using a domain computer with Siebel 8.0.0.2, but i'm encountering some problems with a workgroup computer and Siebel 8.0.0.2.

The topology discovery failed with the "Internal Server Error" message.
I get the following message in the emoms.log file:

2008-08-22 12:03:11,647 [Thread-34] ERROR enterprise.TDProcConfig log.546 - doConfiguration: Unknown Exception!!!java.util.MissingResourceException: Can't find resource for bundle oracle.sysman.siebel.rsc.SiebelMsg, key SiebelMsgID.AGENT_NOT_INSTALLED

And when I try to setup Siebel components manually, i can set the Gateway and the Database repository but the Siebel Server failed with this message :
