"shutdown immediate" with system user: insufficient privileges ???

I started sqlplus for an Oracle XE installation and logged in as "system" (admin) user.

Then I entered:

shutdown immediate

but got an error msg back:

ORA-01031: insufficient privileges

How can this be? Which user could have more privileges as the "system" user????

How can the "system" user achieve this privilege?

How can I perform a "shutdown" from outside of sqlplus?

What means exactly "shutdown": Just stopping the XETNSListener and ServiceXE services or more?
